Fusion Tables does have proper support for exporting Cyrillic characters, so if
you can give me instructions or a sample file for reproducing the issue, I will
file a bug.
Please note that we have seen situations where the browser will incorrectly set
the downloaded file's encoding, resulting in an issue similar to what you
describe.

agreed. when saving exported file and opening it in office all russian letters
are ???? tried in MS office 2011, 2013 in OSX and under Windows
