You can prevent people from downloading the contents of your table by clicking
the table title to bring up the "Table information" dialog, then unchecking the
"Allow downloads" checkbox. They will still be able to page through the data,
just not get it all at once.
If you want your data to be completely private but still shown on charts for
specific people, you can use the Fusion Tables API to fetch the data only for
those logged in with Google accounts you have shared the table with.
If you want anyone to see the charts but not the underlying data, there's no
way to do that; anyone can use browser tools to see the data that's being used
to draw the charts.

This unchecked "Allow downloads" checkbox just slows down the copying process.
The Google Spreadsheets do allow the data of the spreadsheet table to be
Private and at the same time its Chart to be Public.
Am I mistaking on this? I published the Chart only, the Spreadsheet is still
hidden and protected from unauthorized user.
Similar to this feature would be nice to have in Fusion Tables as well.
Please correct me if I am wrong.

If you publish a chart from a private spreadsheet, viewers must be logged in
and have the appropriate permissions to see the chart. Try viewing a chart from
an incognito or private browsing window to see what I mean.

Yea, the maximum what I can do is to hide the spreadsheet with data.
The chart and the spreadsheet is published and "Anyone can view them".
However, it looks like this hidden spreadsheet is not accessible by the third
party and it can not be opened by them.
Is it?

"Anyone with the link can view" means the spreadsheet is not protected. If you
get the link you can see the spreadsheet. I would suggest that if your table is
of such high value that you don't want anyone to get near it, your best bet
would be to create an image of the chart and publish that. Then there's no
trace of the original data. In any case we don't have any plans to change this
with respect to Fusion Tables.
