SMS notification when tables change.

I would like to receive a sms notification when my fusion table is changed. 

I would like to use fusion tables to help municipalities/infrastructure 
managers to produce job cards with fusion tables. 

The manager of a company updates the fusion table of the employee that needs to 
do some work on an asset. The employee receives a sms to inform him that there 
is work that needs to be done. He pulls out his I-phone or any hand held model 
that can link with fusion tables and receives the location and work that needs 
to be done using fusion tables.
