Negatives imbalance in some datasets #23

Some datasets currently have a negatives imbalance. Here's the balance as of 2016-06-12:

H3.6M: 208710 positives to 27828 negatives
MPII: 179208 positives to 38496 negatives
FLIC/PIW: 221816 positives to 8355 (INRIA) + 7922 (ordinary, hard) negatives.

In H3.6M and MPII, I probably need to triple the number of negatives. In FLIC/PIW, I need to do much more (multiply them by 6 or 10?).
