Deleted unwanted/outdated files #419

Deleted following files: utils/Option_Parser.py, utils/string_to_int_util.py, conf/test_path_conf.py, utils/test_path.py, conf/setup_testrail.conf

Note:

deleted conf/setup_testrail.conf as we already have python file for it conf/testrail_caseid_conf.py
We are using utils/stop_test_exception_util.py when our test fails
