Add modmail features to the bot #400

Not really sure how this would work, but I am not sure the current modmail bot we use is under active development, and may never be.

We can probably use some fancy new ui.View objects and threads to make modmail better for us

There is some recent activity.

Previously there was 2 commits in May, and then nothing till March, then a few in Jan and that's it for the year.

I would still like to replace it, most of the team agrees that moving from a per channel method to using a forum channel would be advantageous. And we have run into times where we want features that are just not in this modmail bot.

Additionally, this bot requires 4 docker containers (modmail, logviewer, mongo, vouch), an incredibly complex nginx setup, and a discord app to work with log viewing. I would rather see it moved to something simpler, designed directly for our needs
