locale changing doesn't work on Linux

What steps will reproduce the problem?
1. Choose File -> Language -> German
2. the program restarts
3. the program becomes unusable with an error of "Language Menu Not Found"

Changing the language of bible books' names works fine through File -> Language 
-> Bible Book Names.

What version of the product are you using? On what operating system?
bpbible-r1031 on Linux

Does BPBible respect locale variables like LC_ALL, LANG, etc. on Linux? If not, 
maybe it would make sense, at least on Linux? That's how 99.9% of Linux 
software works, and then the Language menu would not be necessary at all 
(except for the Bible book name section.)

Anyway, for what it's worth I found some examples that seemed valid --
