Allow 0:0 and x:0 verses to be indexed #174

Continuous scrolling will allow chapter specific content (e.g. Genesis 1:0) and 
book specific content (e.g. Genesis 0:0) to be viewed by going to the relevant 
verse 1, and then scrolling back.  This is used (for example) to give chapter 
and book overviews in MHC.  It would be nice for Genesis 1 to take you to 
Genesis 1:0 rather than Genesis 1:1, and for Genesis to take you to Genesis 
0:0.  It's not clear how easy this would be (especially in presence of 
localisation).
