Implement a simple UI to choose which rules to test against #89

Leaving this comment after a recommendation from a conversation I had with Chris Vaughn.

The app would have placeholders to enter the source path and the output format, followed by a list of the existing rules with checkboxes to check which rules the user actually wants to test against.
