2 years ago I think is belongs to the pacman wrapper paru. It's called with the option -Pw, which prints the latest news since the last update execution. So you should have seen some news at some point. I think that the displayed news is effectively the news you can find at https://archlinux.org/news/ (I did not dig into the code of paru, so maybe the source of the news is another one).
In theory this is also true for the yay pacman wrapper, but yay doesn't print anything if there is no news.
The title says it clearly, no new news under System Update tab before updating never showed any news at all, is there a package that im missing?
