restore docs on `ODBCSYSINI` and `ODBCINI` #761

Removed in https://github.com/r-dbi/odbc/pull/652/commits/df420535e9ca6de5190103597395fabb49ecc251. I think we can restore a revised section and append it to the Setup vignette, as it seems this is a common troubleshooting point.
