add issue recipe for Explaining Acronyms #25

I experimented with this in my 'roxygen2' issue a bit. I did not include it in the end because each section (Problem, Solution, etc...) also has a line and it looked a bit cluttered for me. Maybe we can use some different seperation? Do you know of any which are easily implemented in Quarto?

Oh that's weird behavior! The visual editor on RStudio looks different than the published website.

I found some custom css that we could leverage. For this PR, i'll remove it for now and I'll make a ticket to explore more formatting things later.
