Translate messages, errors and warnings using the Weblate server.

See languages for which translations are maintained. New languages can be added, however this is only recommended when there are multiple people interested to contribute.

Nice discussions with @razekmh and @jyoti-bhogal at R Development Hackathon at RSECon24:

@razekmh focused on Arabic translations and has some ideas to build an extension around the Zen view of Weblate
@jyoti-bhogal got up to speed with Weblate and contributed to the Hindi translations

Translated 32 out of 596 messages from English to Hindi via Weblate. This is the first time I learnt using weblate for translations. I am happy to contribute to this issue further for the messages. From @razekmh I also learnt about bulk message translation using Ollama programmatically, rather than translating one message at time using Weblate, and would like to try out the Ollama method for some of the messages to see if the messages translated via Ollama can be successfully pushed to this repository.
