Contact language team leads about Weblate

Let's make sure that all teams are aware of Weblate by emailing everyone with a template email to be compiled from previous ad-hoc communications.

Conclusions from discussion with @lawremi:

• Translation team leads should be documented on https://contributor.r-project.org/translations.
  • Add information on how language is being translated (on Weblate or another resource)
  • Add languages that do not currently have a team lead, for languages that we would like to see added
• The old page on https://developer.r-project.org/TranslationTeams.html should be retired with a redirect

I will work on collating the latest information we have from different sources and updating the Contributor webpage. Once this is done we can ask @lawremi to retire the old page.
