Translating R messages to Spanish

Translate messages, errors and warnings using the Weblate server.

• Strings in base R are to Spanish - can we get this to 100% during LatinR?
• Strings in the recommended packages are to Spanish - let's see how far we can improve this during LatinR!

Francisco Cardozo, Ricardo Villalba, Pao Corrales, Luis Verde Arregoitia and Patricia Loto worked in translations during session 1. We focused on the base (C files) component.

prior to session 2 I worked further on the pending strings for base C files in case I couldn't connect

In the last block of session 2, I was checking the strings that needed editing and those pending revision for base C files

In session 2, I worked on a set of suggestions that @PatriLoto directed me to, and then in the rpart and nlme (R files) as advised by @paocorrales
