Translating r #22

Added initial structure for adding tutorial material.

Next steps:

  1. Edit translating-r-to-your-language/index.md to
  1. Check the text on tutorials.md - currently a lightly edited version of the useR! 2021 tutorial. In theory we could add the video and slides there, but I thought it may be better to have a separate page for each tutorial so the main tutorial page doesn't get too long (I also plan to add the Contributing to R tutorial and there is a lot of setup/background reading material for that one). Also having a separate page means we can track the number of people that visit particular page.

Thanks Heather! Gave it a go, PTAL. Is there any way I can preview how the published website will look based on my edits?

Great! I just added more meaningful link text for the slides - better for accessibility. I also needed to tweak the CSS as the menu is longer now - didn't notice that before!

I will merge in now, but for future reference you will need to install jekyll to preview the site. The updated README in this PR gives more information, so you can look at that once it's merged in for help.
