I replaced the links from rtools42 to rtools43, but I have not checked the installation in Windows.
It would be nice if there were a URL that we could always point that would be updated as new versions appear.
Something like a Latest version in https://cran.r-project.org/bin/windows/Rtools/.
Internally I think it could be a dynamic link to the latest version which only needs to be updated as new RTools version are released.
This would make the installation process probably more automated (scripts could use always the same link and donwload the file rtools*) at the risk of not reading the detailed documentation (as I did in this PR) and miss some instructions which could lead to confusion.
