Need to have Geoserver public endpoint to use as attribute #320

In some cases, due to infrastructure security issues, the API endpoint used to upload data is different from the one used for dissemination for Geoserver resources. The geosapi software will be instantiated based on the upload endpoint URL, but Geoserver resources may need to be shared based on the public endpoint.
