similar to my rversions PR, would need some pkgdown setup after merging (travis::use_travis_deploy(), GitHub pages settings, adding the URL to the website to DESCRIPTION + repo settings + pkgdown config file)

Same questions as for rversions,

• would you be ok with transferring it to the r-hub organization?
• would you be ok with updating on CRAN soon-ish? Happy to help with other things than docs that might be needed.

Changes

• Added an Rproj
• Added a pkgdown config
• Moved README.Rmd and README.md one level up and knit it.
• Made the Travis config file similar to rhub's one. Notice the run_dont_run arguments which means the dontrun examples of the man pages are actually run which looks better in the function docs.
• Added a package-level doc
• Updated DESCRIPTION with the R Consortium + your name with accents.
• Made the NEWS.md file pkgdown-compatible (i.e. added the package name to the sections)

Another question, should the URL http://cranlogs.r-pkg.org/ be featured somewhere in the docs?

The updated README shows the issue of #19 since two examples have the default "last-day" value and therefore return nothing
