use libjpeg-devel for RPM platforms #138

I must admit I can neither see the down-, nor up-side of this. What kind of issue does this fix?

I wasn't able to install ragg on OpenSUSE, as libjpeg-turbo-devel does not exist there. However, libjpeg-devel does.
