link to "current" Postgres docs #118

This changes the link to the Postgres docs from the now unsupported version 9.1 to the "current" version.

From the failed check:

ERROR: dependency 'vctrs' is not available for package 'slider'

This does not have anything to do with this change of URL, but do you have any idea what causes this?

Thanks! The vctrs failure should be temporary, hopefully it will disappear in a few days. We sent two versions of vctrs to CRAN really quickly and that may have messed something up with their system.
