server: evaluate the time estension for borinud webservice #346

referring to datetime provided in the query now borinud return:

evaluate to migrate at 1 hour before for hourly request

timeseries and spatialseries have different behaviour timeseries query hour 12: return data from 12:00:00 to 12:59:59 spatialseries query hour 12 return data from 11:30:00 to 12:29:59

We have to standardize to query hour 12: return data from 12:00:00 to 12:59:59
