A website for documentation

@shikokuchuo, as we discussed, it might be a good time to create a Quarto website for the documentation. We could have:

A front page with a high-level into and instructions for users.
A contributor page with the steps to register package releases.
A whole page to expand on #34 and explain where R-releases fits in to the landscape of existing package repositories and development/deployment workflows.
A page to transparently describe our review process for package listings: https://github.com/r-releases/help/blob/main/review.md

This is now in PR #33 Sorry didn't have time to clean up the existing readme etc. But getting the content out for your review first.
