For the sake of transparency, I am in favor of using https://github.com/r-multiverse/help as a one-stop shop for R-multiverse issues and discussions. But I think we need a formal policy for managing communication (possibly as part of #60) and a labeling system / project board to stay organized.

As we now have a draft governance document, which stipulates the above, am closing this. There is now a label 'proposal' to label issues which are formal proposals.
