[PROPOSAL] #1 Add Terms of Use Policy #86

This is a Proposal as per the R-multiverse Governance Document at https://r-multiverse.org/governance.html.

The intention is to adopt a formal general terms of use document.

Further background is detailed in the original issue raised: https://github.com/r-multiverse/help/issues/82.

A PR with the specific policy wording is available at: https://github.com/r-multiverse/r-multiverse.github.io/pull/25.

This shall become effective October 13, 2024.
