Domain-specific package contribution reviews

All along, we planned to have domain-specific package reviews at https://github.com/r-multiverse/contributions: spatial, Bayesian, databases, etc. I have a proposal for how that could work:

• Each new moderator adds labels with their fields of expertise: https://github.com/r-multiverse/contributions/labels. We might want to consider a "domain" prefix for namespacing purposes (e.g. "domain: spatial").
• Package maintainers can add e.g. Config/R-multiverse/domain/spatial to the DESCRIPTION file.
• For a pull request at https://github.com/r-multiverse/contributions/pulls, the bot automatically reads the DESCRIPTION and assigns the appropriate label.
• When selecting packages to review, the moderator filters pull requests based on their own labels.
