More changes to the API.

Extra changes to the policy database operation methods
Cache GitHub configuration for subsequent requests.
Cache GitHub creds [ Experimental ]
Fix update operation.
Fix the broken UPDATE method.
Removed cache from Write Rego file.

No breaking changes.
