**car** imports **maptools** to use `pointLabel()` #7

This is quite serious - where to put aspatial things? https://github.com/friendly/Guerry/issues/4 pointLabel() used by car, rayshader, rioja in code. Shall I ask John Fox if car is posssible? Contributed by Tom Short; I'd have to ask him too.

I'll add the pkgapi package lists to the NAMESPACE files first in maptools as comments, then the new package when transferred.
