Poly2nb snap #164

@JosiahParry Could you take a look at this attempt to add 10mm as the default snap for projected sf object input and 1e-7 for geographical ((180*0.01)/(pi*6378137) is 8.983153e-08, (1e-7*pi*6378137)/180 is 0.01113m, maybe prefer 9e-8, which is 0.01002m?)?
