Explain difference between rOpenSci and r-universe #14

Many new people are confused about the two.

What phrasing would you prefer?

"The R-universe platform by rOpenSci"

"R-universe is a project started at rOpenSci"

I'm not sure this is really addresses the repeated questions that I get from people that are not familiar with ropensci...

We should explain a bit on what ropensci is, and it's role in governing the r-universe project.
