Upgrade dashboard and build scripts to R-4.4 #360

We started building r-4.4 for macos on 18 feb. So by march 18 we should have all binaries.

Then we can update the dashboards build tab to R-4.4 and R-4.3, and we can stop building R-4.2. We can also do lots of cleanup to remove support for R-4.2.

OK most of the changes are made. Once the first rc of R-4.4 is released we should update the 4.4 installers and start deleting 4.2 binaries from r-universe.

Maybe also re-enable r-devel on windows once R-4.5 is populated on CRAN.

The binaries for 4.2 have been removed now.
