Package metadata dump #506

Not any kind of high priority, but I wonder if it would be useful to have a full dump of all r-universe package data. It would be an alternative to people trying to make large queries to the API, and an opportunity for the community to promote R-U by using the data as a demo. We could dump regularly, and maybe transform it it to arrow or something else to promote easy analysis.
