curl, unzip #15

Windows 10 has included curl and compact (compact /u does unzipping) for a few years now. I wonder if those still need to be included in rtools40?

Yes they are components of the pacman package manger. Also not everyone uses windows 10.

I think all prior versions of Windows are no longer supported by Microsoft.

I know, but CRAN still runs Windows 2008 so that leaves me no choice.
