This PR includes a new GitHub Actions workflow. This workflow...

checks out the repo
runs the tests (npm run test)
reads a new testing key (from __tests__/test_key_b64.txt)
tests signing a small APK and AAB using this key and the currently checked out action

Only when the signing works will the v1.0 tag be updated.
