If it’s 10X data I recommend to run this step but if you just want to run through the pipleline, you can skip this step and get the cluster

it's actually 10X, so it's the same thing regardless of being human or mice genome?
No the list for human and mouse is different

Any suggestions? where to get it from?
You can download from UCSC genome browser. They have an option to download promoter 2kb upstream of tss.
