Test mode module #51

Implement test/dev mode for the user module, wrapping up the check that they're still logged in and the user data to provide static info (without hitting Slack).

This won't be needed for the package itself, but it may be useful for packages that use this package. (I keep wanting to close this issue, but I think it's still worthwhile).
