Addins: Characters #3

Create Characters addin which will allow to remember and quickly reuse commonly used character codes in various formats and also run platform-specific character map application.

Characters info could be stored in the separate XML file, which could be autogenerated by .NET serializer.

Mostly implemented. Need to add sorting / filtering by character properties and use frequency.
