GitHubのラベルを予めYAMLで定義したものに同期してくれるActionと、keepachangelogベースで定義したYAMLファイルを置くリポジトリをつくった。 https://github.com/r7kamura/github-label-sync-action

この辺を組み合わせることで、ラベルを一気に用意してPull Requestに付与しておいたらGitHubの機能で良い感じのリリースノートを自動生成できるようになった。
