Create file defining tolerance #11

instead of defining toleranceChoice <- 2 in each read.xxx.R script, and then using "magic numbers" (manual numeric specification) on this line in diverseData.R, create a small text file identifying the number of years that can be missing before a stratum is excluded. So 1 threshold value per region in this file. Very small.

This file would be manually defined, not the output of a script. Would serve as a note/ meta data.
