Ways effort can vary

  1. hauls within stratum
  2. time within haul
  3. area swept by haul a. distance traveled i. velocity ii. duration c. net size
  4. gear efficiency a. e.g., need to correct west coast method b. may or may not need to consider non-target catches differently than target spp
  5. identification rigor a. may only identify non-target spp haphazardly ("ID the menhaden if you want, but they don't matter" type attitude would be problematic) b. taxonomy changes, see #4

Mostly I should try to get the effort recorded, however it's defined in the denominator of wtcpue. Again, the posterior of the MSOM will really help with this type of problem.

I think the approach now is to use cpue within a region-year. Beyond that, everything should be analyzed on a per-haul basis, or modeled as a binomial.
