Add substrata to simulation #78

Currently have grid cells, which are equivalent to strata. Need to create substrata. Substrata would either be exactly replicates, or very similar to each other. Maybe this should be introduced at the process level, such that the true process produces substrata that are replicates, but as observed substrata may differ slightly.

probably better to introduce at obs level, because the number and pattern of observing substrata is observation-driven
