Update to most recent R-cmd-check workflows

• Replace old R-CMD-check.yaml with more recent and more lightweight (and actually functioning) workflow check-release.yaml. Tests run only on ubuntu-latest when updates are pushed to repository. Does NOT have "Ping API catalogue" section
• Add new check-standard.yaml with tests run on 5 different platforms (macOS-latest, windows-latest and 3 different ubuntus). Run automatically once every week and manually (repository dispatch) if need be
