Provide access to Biblioteca jurídica #19

Connect to https://www.boe.es/biblioteca_juridica/index.php?tipo=C&modo=2 and retrieve all the data in a table so that uses will be able to download/check which codes are up to date.

Note important documents like Estauto de los trabajadores are in the books secion (tipo=L): https://www.boe.es/biblioteca_juridica/index.php?tipo=L&modo=2
