Fixed crash in SpiceLibComp dialog

This PR fixes crash found in Spice Library device dialog found while testing of #1084

• Show warning if no symbol files found
• Block the Symbol from template radio button if symbol list is empty
• Don't attempt to load symbol if the list is empty
