Apache 2.0 licensing #384

I am planning to move raaz to Apache 2.0 license mainly due to the patent clause. My plan is to dual license it as Apache 2.0 + BSD3 (the bsd3 to take care of the incompatibility with GPLv2). As collaborators who have contributed in the past please confirm your approval.

Sorry @SooryaN I missed your name. Please send your approval also for the move to Apache 2.0 OR BSD3 as a reply to this issue.
