i'm having trouble understanding your issue. when you report "waiting", do you
see the "refreshing ..." dialog or the "getting location ..." dialog?

if you don't want to give away your location, you can always disable location
services. quakealert works fine in that case it just won't show your distance
from the quakes.

Dialog box sits rotating indefinatly with or without locationservices and you
click cancel and nothing happens and as far as location I can always enter it
manually rather than be interrugated at startup sometimes network services are
flakey why then tie up my phone waiting for someting to solve equasions if it
ain't there that moment background it pull location from cell tower or wait
speed the app by putting indicators of what failed not stall the app and for
god sakes man if I hit the backkey close the app fail it if you have to if I
want out I want out! I don't want it running in the background as a faild app
that I can't close for sh*t that unless I reboot the phone won't ever go away

when you cancel the "getting location ..." dialog, what happens? do you get the
"refreshing ..." dialog? or are you saying you get nothing in the list and no
more dialogs at that point?

i understand that you don't want to provide your location. i could possibly
provide a preference that says "never try to get the location". would that be
helpful?

Cancel button turns grey and NOops indefinately nothing else releases or
changes everything in limbo but NMI POWERBUTTON

what does NOops mean?
what's an NMI powerbutton?
by "turns gray" do you mean it's disabled?

you can *always* break out of an "activity not responding" by pressing your
home key. if your phone is truly locked up and you need to reboot, that means
there is a problem with your ROM or phone hardware.

it would help if you could send a screen capture if possible, and / or a log.
to get a log, you can grab an app called "alogcat" also by me, then,

1. start quakealert!, wait for problem to occur (where it "NOops" indefinately")
2. press "home"
3. start alogcat
4. Menu > Send to me, send to yourself then me, or do Menu > Save and attach
the file here

i'm going to post a new version (2.0.6) shortly, so it'd be nice if you could
upgrade to that one first as it has a bit more logging data.

by the way, the new version (2.1) also allows you to disable use of your
location.
