add systemd-devel build dependency #106

Without it build on CentOS Stream 9 fails on %configure step.

https://copr-be.cloud.fedoraproject.org/results/hrw/test/ is a result of builds with that fix (just "1.1" instead of "2" in package version).

@hrw I will manually merge they dependency part of this PR (with full credit given to you, of course).

As for package_ver_release, if this would make experimenting with ARM64 builds of this package easier for you, we can temporarily bump it.

Erlang patch releases usually ship every few weeks, so 25.1.2 with a regular package version of 1 shouldn't take long to drop with this new dependency.
