Docker-based builds: extend to support more distributions #119

That is, not just CentOS Stream.

Closes #116, #115.

This branch successfully produced aarch64 packages for CentOS Stream 9, CentOS Stream 8, Fedora 38, and Amazon Linux 2023. Anyone with an ARM64 host with Docker can do the same.
