To reproduce:

Start a 3-node cluster. Using the umbrella this involves running make NODES=3 start-cluster
Run this script to set up the appropriate federated queues and HA policies. The PATH and node names will have to be tweaked at the top.
Restart the cluster make NODES=3 stop-cluster; make NODES=3 start-cluster
End result:

federation-status-after-restart

Turns out only the all-queue queue is needed. Repro script updated.
