Make it possible to configure stats_event_max_backlog via new style format #817

There is no reason not to expose rabbitmq_management.stats_event_max_backlog to rabbitmq.conf users.

Apparently this is no longer relevant as of 347d551f681e43fe8a8bc330d928f689c2270630 which removed this setting.
